About Development Code Amendments and ZOAC

The Dallas Development Code (Chapter 51A of the Dallas Legislative Code) guides what may be built, where, and how the property should interact with the public realm. This includes land use permissions and criteria, dimensional and environmental standards, and protections for sensitive or historic properties.

The Zoning Ordinance Advisory Committee (ZOAC), a committee of and appointed by the City Plan Commission (CPC), reviews, discusses, and evaluates all information relating to the development of the regulations for the proposed amendment. ZOAC generally meets on a regular schedule adopted at the beginning of the year. The meetings are open to the public; however, the discussion is between staff and the committee members, with the Chair generally inviting public comment on the discussion item at the end of the meeting.

After thorough consideration of the proposed amendment, ZOAC makes a recommendation to CPC.  The proposed amendment is considered by the Commission at a public hearing and, if approved, goes to City Council for a public hearing. The City Council makes the final decision on all Development Code amendments.​​

​The City of Dallas is undergoing a complete rewrite of Chapter 51A, Dallas Development Code. The Dallas Zoning Reform is a once-in-a-lifeti​me opp​​ortunity to create a modern, accessible, future ready development code. 

Topical code amendments will be factored into this complete rewrite in order to ensure that the entire code works well as one effective system. Some code amendments may move forward as necessary to keep the current code in conformity with state lgislative updates or to respond to City Council priorities.
