Stormwater Compliance is focused on keeping stormwater (rain and urban runoff) clean. The City of Dallas is permitted by the State of Texas through the Texas Commission on Environmental Quality to discharge from the storm water sewer system into area waterways (Dallas creeks and streams) and the Trinity River. The department manages compliance for construction sites, industrial facilities, illicit discharges, general pollution prevention, as well as public education.​

Construction

All construction activities, regardless of size, taking place in Dallas must comply with Dallas City Code Sec.19-118. Construction activities that are ≥ 1 acre and < 5 acres, must comply with the Texas Pollutant Discharge Elimination System (TPDES) Permit rules and regulations for small construction sites listed in the TXR150000 Construction General Permit, in addition to Dallas City Code requirements. Construction activities that are ≥ 5 acres, must comply with the TPDES Permit rules and regulations for large construction sites listed in the TXR150000 Construction General Permit, in addition to Dallas City Code requirements.

Industrial

Industrial facilities operating in Dallas must comply with Dallas City Code Sec.19-118. Most industrial facilities must comply with the Texas Pollutant Discharge Elimination System (TPDES) Permit rules and regulations listed in the TXR050000 Multi-Sector General Permit, in addition to Dallas City Code requirements.

Stormwater Information

Stormwater originates from percipitation(rainfall) and snow/ice melt. Stormwater can soak into the soil, be held on the surface and evaporate, or runoff and end up in our nearby streams, lakes and rivers.
