What is the FreshStart Employment Program?

Our primary goal is to advocate for individuals returning to their communities from incarceration or with non-incarceration infractions that produce barriers to stable or full-time employment.


How do we do this?

The FreshStart Employment Program supports the client throughout the application and interview process, before the process is handed off to Human Resources for new hire onboarding. To prevent background checks from becoming a barrier, the City of Dallas has adjusted its background check process for all eligible FreshStart Employment Program clients, who have completed all eligibility.

In collaboration with community partners and advocates, the FreshStart Employment Program will ensure participants are supported in coordinated programs and training (job skills training and soft skills, etc.), including housing, and other comprehensive services.

Note: Program eligibility does not guarantee employment.

Requirements for Participating in the Program

The initial step to pre-determine program eligibility is to complete and submit the online pre-eligibility form.

  1. Submission: Complete and submit the pre-eligibility form to determine eligibility for the program.
  2.  Age Requirement: Be at least 18 years old.
  3.  Judicial History:
    1. Incarceration (if any) must have ended at least six (6) months prior to submissi​on.
    2. Individuals with pending cases are not eligible until their cases are fully resolved.
    3. Active warrants must be lifted prior to consideration.
    4. Deferred adjudication status will not affect eligibility.
    5. Probation and parole status will not affect eligibility.
