What is Stormwater?

Stormwater is the runoff from rain water or other surface drainage that eventually winds up in lakes, rivers, and streams. Unlike wastewater, it is untreated and carries pollutants like sediment, trash and chemicals directly into our natural water resources.

Why am I charged a Stormwater Fee?

In 1990 the federal government announced the first phase of stormwater regulations for large cities. In response, the Dallas City Council established the SDM Fund (commonly referred to as the “Stormwater Utility” or “Stormwater Fee”) to provide a dedicated funding source for costs associated with maintaining the drainage system and compliance with related state and federal regulations.

Why has my Stormwater Fee changed?

Additional expenses are required to address the new standards adopted by the United States Army Corps of Engineers regarding the levee maintenance program. Adjustments were also made in order to make the rates more equitable across the city.

I already pay a sewer fee. Why do I have to pay a Stormwater Fee?

Sanitary sewer water is treated by the local wastewater plant. The wastewater fee covers the cost of that service. The stormwater fee covers the costs associated with compliance with regulations and operation and maintenance of the stormwater system.

What is considered impervious area?

Common examples of impervious area include rooftops on a home, garage, or shed; concrete, brick or asphalt driveways; private sidewalks and walkways; concrete or brick patios; outdoor tennis or basketball courts, and private swimming pools. In general, these areas limit the amount of rain absorbed by the ground. Even lawns and gardens are impervious to a degree.
