Stormwater - Billing Information Summary of Storm Drainage Management Fee The City of Dallas maintains city-wide permits with the Texas Commission on Environmental Quality for stormwater discharges. The permit requires the City to implement a comprehensive program to identify and reduce stormwater pollution. Keeping neighborhoods and property safe from flood waters is a City priority.
