Human Resources The Employee Benefits Section of the Human Resources Department consists of a Manager, three (3) Senior Benefit Specialists and one (1) Accountant. The Employee Benefits Section (EBS) is responsible for the administration and financial management of City’s Employee and Retiree Health Benefits Program (The Program).
