Project: Provide improved pedestrian corridors between the Arts District/Nasher Sculpture Garden, West End areas and the Transit Mall through streetscape improvements. The streetscape improvements will include ADA upgrades, sidewalk brick pavers, decorative terrazzo panels near intersections, landscaping. ornamental fencing at parking lots, benches and enhanced lighting. Cost: $8.6 million funded with 2003 Capital Improvement Bond funds and design by the City Center Tax Increment Financing (TIF) District. In a TIF district, property owners pay full property taxes. As the amount of taxes paid on the property value increases due to private investment, the incremental tax is added to the TIF fund for infrastructure/other improvements. Schedule: Design work is underway on this project. Construction is expected to begin in April 2004 and be completed in June 2005. Purpose: The improvements are designed to enhance the pedestrian commute experience and, combined with other TIF improvements, encourage more retail opportunities in the downtown core area. Location: Akard Street-Ross Avenue to Bryan Street; Field Street-Ross Avenue to Pacific Avenue; Ervay Street-Ross Avenue to Pacific Avenue; St. Paul Street-Ross Avenue to Bryan Street; Harwood Street-Ross Avenue to Bryan Street.
