Assistant Director, Office of Economic Development
The leading city in North Texas is seeking an Assistant Director in its Economic Development Department to handle "Downtown Initiatives." This newly created position is the result of the reorganization of the Economic Development Division. The new organization is designed to be more responsive to customers and more effective and efficient in internal communications. The City's goal is to provide high-quality customer service, while protecting the health, safety and welfare of Dallas residents.
The new Assistant Director will be responsible for managing the Downtown Initiatives to achieve the critical mass goal of 10,000 CBD residential units and 25,000 residential units within a one (1) mile radius of the CBD by 2010; manage the City Center Tax Increment Reinvestment Zone, the Downtown Connection Tax Increment Reinvestment Zone, and the Downtown Dallas Development Authority including: evaluating requests for funding, arranging board meetings, seeking required City Council actions, monitoring approved projects, accounting for expenditure of program funds, and seek to accomplish stated TIRZ goals. The division resources include a staff of 4 FTE's and an operating budget of $600,000.
Essential job functions include: serves as executive director of the Downtown Dallas Development Authority; Assigns staff to: assist CBD businesses with day-to-day concerns about City services, daily travel through the CBD to detect Code violations and other needs of City services, act as a liaison between CBD businesses and City Departments, coordinates among City departments to comprehensively address downtown issues, manages staff performance to ensure Management Focus goals and goals in the OED Strategic Plan are met, acts as liaison between the City and Downtown Dallas, Uptown Public Improvement District and other business associations, seeks to maximize the coordination of expenditures among the City and public Improvement districts to enhance infrastructure improvements, manages the downtown retail recruitment initiatives program, develops and makes presentations to City Council committees, the City Council, and stakeholder groups as appropriate, coordinates City infrastructure improvements with adjacent businesses to minimize business disruption, identifies ways in which the Downtown Initiatives group can work with other OED divisions, other City departments, and business associations enhance economic development, and participates with other OED executives in activities to improve the productivity of OED and enhance economic development throughout the City.
The ideal candidate, must be able to communicate effectively both in writing and orally, ability to manage people, creativity, ability to connect the dots within a dynamic environment, tact, political sensitivity, ability to make recommendations/decisions, initiative, and the ability to analyze financial and other information.
Qualified applicants must have a Bachelor's Degree in Architecture, Business Management, Finance or a related field plus significant years of experience in a senior management position to include one or more of the following areas: real estate, planning, sales, finance, business or municipal government; or a combination of specified education and experience will qualify. Depending on qualifications, salary range is $80,606-$106,000 annually. In addition the City provides an excellent management benefit package. Assistant Director of Business and Quality Assurance
SUMMARY: The Assistant Director of Business and Quality Assurance is responsible for directing all activities of internal financial administration and QA strategies. Aligns and calibrates the Business and QA deployment strategy with the City of Dallas business strategy. Oversee the day-to-day management of desktop computing, mobile data / radio and telephone resources and related applications in support of the ongoing business operations of the City of Dallas, while maintaining high service levels for users at multiple locations in Dallas. This position reports directly to the CIO.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Provide support and periodic review of costs for the multiple technology cost centers serving as a gate keeper for information reported in the financials. Such support includes in-depth research and analysis to resolve financial issues, trend analysis of accounts to identify issues that may be occurring, detailed headcount analysis and tracking to budget, understanding and evaluating encumbrances and their status from month to month, etc.
- Provide guidance and controls related to all accounting for technology such as capital expenditures, project costing, tracking of labor to be capitalized at the project level as well as project cost tracking.
- Facilitating monthly forecasts and annual budgets of IT capital and expenses.
- Participate in corporate development of methods, techniques, and evaluation criteria for projects, programs, and people.
- Ability to evaluate contracts related to technology and understands related accounting/financial implications making viable recommendations such as procedural changes and adjustments to spending.
- Ability to analyze and communicate findings related to all areas of responsibility and express cost benefit activity and actual performance versus plan and forecasts, etc.
- Develop and leads a Quality Strategy, ensuring that the Quality Strategy is appropriate and effective in delivering the business needs..
- Oversee development and implementation of standards and procedures for inspecting, and evaluating the precision and reliability of company products.
- Maintain ongoing communications with user departments. Provide in-person, phone and e-mail support to clients on supported products and platforms to insure the reliable and quality service.
- Insure that issues are concisely documented in the helpdesk tracking system(s) to facilitate resolution and maintain user satisfaction.
- Oversee the development, implementation and maintenance of an IT inventory asset management system.
- Oversee the analysis of variances ( actual to budget)) and provide performance metrics to key management
- Financial analysis with technical experience in dealing with technology related items according to Generally Accepted Accounting Principles.
SUPERVISORY RESPONSIBILITIES:
Directly manages personnel in Business Administration and Tier 1 technicians in support of desktop computers, mobile data / radio and telephony technologies. Carries out management responsibilities in accordance with the organization's policies. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:
- Bachelors Degree in Accounting/MIS;
- 5-8 years of IT and Accounting related work experience;
- Should have good understanding of Accounting / GAAP;
- Should have good understanding of how the various finance processes fit together in order to evaluate the impact of now policies and procedures;
- Completes technology budgets and forecasts;
- Preference will be given to an experienced manager with demonstrated leadership and problem-solving skills and the ability to motivate workers in a team environment;
- Understanding of Desktop Computing Help Desk
Experience working in a telecommunications organization a plus.

Candidates must have 10+ years of background in analysis, design and development;
Experience in managing applications development and support in an SAP, AMS, LAWSON or ORACLE environment; Experience in managing the applications environment that uses multiple development/integration tools - like ABAP, XI, Java, NET, portals, ETL, etc; 3 + years experience with RUP development methodology Ability to connect development work with business results and communicate those to the team.

Seeking an energetic, creative, results-oriented individual to manage daily operations of the Dallas Farmers Market as a welcoming, safe, family friendly destination for residents and visitors.
