What is the Consolidated Plan?

The Consolidated Plan consist of (5) five grants that the City of Dallas receives from HUD:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships Program (HOME)
  • American Dream Down-payment Initiative (ADDI)
  • Emergency Shelter Grant (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA)

What is the purpose of the Consolidated Plan funds?

Community Development Block Grant (CDBG) funds are for the development of viable urban communities to provide decent housing, a suitable living environment, and expanding economic opportunities, principally for low and moderate income persons.

Home Investment Partnership Program (HOME) & American Dream Down-payment Initiative (ADDI) funds are to provide decent and affordable housing.

Emergency Shelter Grant (ESG) funds are to prevent homelessness and to assist those already homeless.

Housing Opportunities for People w/AIDS (HOPWA) funds are to provide housing and/or supportive services to individuals with AIDS, persons who are HIV positive, and their families.

How is the allocation for the Consolidated Plan Budget determined?

On an annual basis, funds are received from the U.S. Department of Housing and Urban Development (HUD).  HUD determines the amount of each entitlement grant by a statutory dual formula which uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.

What is the Community Development Commission?

The Community Development Commission is a 15-member advisory board made up of representatives from each of the 14 city council districts and the Mayor at Large.  The Commission meets the 1st Thursday of each month (except the month of July) at Dallas City Hall in Room 6ES at 6:00 p.m.

How do I obtain a (HUD form 2991) Certificate of Consistency with the City of Dallas Consolidated Plan?

You can obtain the Certificate of Consistency form from the HUD web site in Adobe PDF format or contact the Office of Community Development at (214) 670-5484.

How do I apply for a grant to start-up or expand a small business?

Contact the Office of Economic Development online or call (214) 670-1685.

How do I apply for homeowner assistance or home repairs?

Contact the City of Dallas Housing Department online or call (214) 670-5988.

How do I receive financial assistance with my utility bills and/or rent?

Contact the Social Services units at the MLK Community Center at (214) 670-8355 or the West Dallas Multipurpose Center at (214) 670-6340.

What Health & Human Service programs are available with these grants?

Contact the Environmental & Health Services department online or call (214).

Do you have to live in the City of Dallas to receive assistance?

Yes, you must be a resident of the City of Dallas to qualify for assistance.  As a vendor, the cliental you serve must be residents of the City of Dallas.

If you live in Dallas county you may contact Dallas County for some services. Participating Cities are: Duncanville, Cedar Hill, Glenn Heights, Seagoville, Farmers Branch, Combine, Lancaster, Cockrell Hill, Hutchins, Coppell, University Park, Sachse, Balch Springs, Wilmer and Highland Park.

How do I register as a vendor with the City of Dallas?

How do I apply for a 501 (c) (3) (IRS Tax Exemption Status)?
