Assistant Director
Department of Development Services
Real Estate Division
Responsibilities:
- Include handling all aspects of real estate matters for the City of Dallas, including but not limited to, negotiating leases and land acquisitions.
- Selling city-owned properties, including tax foreclosure properties.
- Licensing public rights-of-way for private uses.
- Overseeing the preparation of City Council agenda items and responding to Council inquiries during the agenda meeting.
- Preparation and presentation of committee and Council briefings, overseeing and managing the eminent domain cases, including court testimony and mediation.
- Attending commissioners’ hearings.
- Reviewing appraisals for adequacy.
- Responding to City Council inquiries regarding real estate transactions.
- Overseeing the management of Hensley Field, preparing and/or reviewing documents and agreements for local review.
- Coordinating with Various City departments and City attorney to achieve completion of real estate transactions.
Experience Required:
- Real estate background, with emphasis on commercial real estate development, strong negotiation skills and excellent writing and communication skills.
- Knowledge of public sector real estate is a plus.
- Well-organized, excellent management skills, firm but flexible.
- Ability to interface with City Council, senior business community leadership and department colleagues.
- Ability to exercise excellent judgment, strong business acumen and the ability to manage/lead a team.
- Detailed oriented with the ability to avoid or not get caught up in minutia.

Additional Responsibilities/Duties Consistent With Position Classification:
Plans, directs, and provide executive management in a medium to large department, assigns and reviews performance of subordinate managers and supervisors, oversees financial and budgetary management, operations review, administrative direction, and quality control of assigned departmental programs, functions, and/or divisions to ensure effective departmental performance.
- Reviews budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors. Recommends changes to Director, and makes reassignments of resources.
- Coordinates programs and resource allocations with department executives, and executives in other departments.
- Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services.
- Evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
- Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
- Manages and coordinates special research requests and coordinates responses to the City Manager or City Council to provide accurate and timely results.
- Oversees administration of the department including department’s operating budget; recommends changes to Director to resolve budgetary problems.
- Identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication and accountability.
- Represents the City at local, state, and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
- Supervises through subordinate staff the hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
Salary:
Commensurate with experience, mid $80’s-$110K.
