  • Review program and previous calls for projects
  • Discuss schedule for approval and submission of projects

Dallas County “Pay-as-You-Go”
Major Capital Improvement Program (MCIP)
  • In FY 1999-2000 Dallas County replaced its bond-financed infrastructure approach with a “programmed” Major Capital Improvement Program (MCIP)
  • Project selection takes place about every two years – 1999, 2001, 2003, 2005
  • County funding available for 2005 Call for Projects is approximately $75 million
  • Projects selected in the 2005 Call would be constructed in 2011-13

1999 Call for Projects
Dallas County Major Capital Improvement Program
  • Dallas County selected projects for its first “Call” in December 1999
  • Eleven Dallas projects were selected with a total value of $22 M
  • City’s share for these projects was provided in the 2003 Bond Program

2001 Call for Projects
Dallas County Major Capital Improvement Program
  • Dallas County selected projects for its second “Call” in January 2001
  • Nine Dallas projects were selected with a total value of $34 M
  • City’s share for these projects was partially provided in the 2003 Bond Program – remainder will be funded in the next bond program

Dallas County Major Capital Improvement Program
  • Dallas County selected projects for its third “Call” in October 2004
  • Fifteen Dallas projects were selected with a total value of $96 M
  • City’s share will be provided in a future Bond Program

Historical Trends
Dallas County MCIP Funding Approved Since 1999 Call for Projects
  • County MCIP funding approved to-date: $233.3 million
  • City of Dallas has been approved for $99.6 million in County funding – about 43% of the available funding (up from 34% through the 2nd call for projects)
  • City of Dallas accounts for about 50% of the land area and population of Dallas County

Project Scoring and Ranking Established by Dallas County
  • Minimum level of local participation is 50%
  • Ten criteria / Each worth ten points:
    • Functional classification Speed delay
    • Traffic volume growth Traffic volume
    • Travel desire Benefit-cost ratio
    • Accident rate
    • Air quality/Energy conservation
    • Sustainable development/redevelopment
    • Intermodal/Multimodal/Social mobility

Trail Evaluation System
Project Scoring and Ranking Established by Dallas County
  • Minimum level of local participation is 50%
  • Guidelines to be considered for selection
  • Serves a significant transportation link
  • Provides access to high density use
  • Must be on current regional trail plan
  • Right of way must be obtained by City
  • Available to general public at all times
  • Should encourage bicycle and pedestrian modes
  • Route design must meet AASHTO standards

    • Denton Drive from Community Drive to North city limits – 4 lane undivided roadway
    • Greenspan from Laureland to Hammerking – 4 lane undivided roadway
    • Hammerking from Greenspan to IH 35 – 4 lane undivided roadway
    • Routh Street from Woodall Rodgers to San Jacinto – 4 lane  roadway w/center left turn lane

    • Davis Street from Hampton to Westmoreland – reconstruction and widening of 4 lane divided roadway
