The function of the Business Development Services (BDS) office is to assist the City of Dallas with the development, management, implementation, and evaluation of its Minority and Women-owned Business Enterprises (M/WBE) program known as The Good Faith Effort (GFE) Plan. BDS works to involve M/WBE participation to the greatest extent feasible on the City's construction, procurement, and professional services contracts and to assist M/WBEs in resolving problems encountered while participating in the City's procurement process.
