Sustainable Development and Construction Dallas is among the first major cities in the U.S. to adopt a comprehensive green building standard for all residential and commercial construction. Dallas is focusing on energy efficiency, water conservation and reducing the heat island effect through cool roofs. New construction will also have to be certifiable by USGBC LEED™, Green Built Texas™, or an equivalent green building standard. City of Dallas’ Green Ordinance and Amendment Apply to be a Part of Dallas’ Third Party Green Building Program Green Building Task Force On October 24, 2007 the City Council adopted Resolution No. 07-3199 committing to a policy calling for all new buildings constructed in our City to meet "green" standards. The adopted ordinance established a green building program regulating new construction work in the city for all residential and commercial projects, comprised of Phase 1 and Phase 2. The ordinance was the result of the City Manager soliciting input from a wide variety of building industry representatives and building owners through a green building task force (GBTF).
